A national of Benin, Dr. Houegounou holds a PhD in Population Dynamics with a specialization in Demography and the Natural Environment. Her expertise lies in analyzing population dynamics and producing high-quality, reliable socio-demographic indicators to support evidence-based decision-making. Dr. Houegounou is affiliated with the Research Laboratory in Population and Development Sciences at the University of Parakou (Republic of Benin), where she carries out her scientific research.
Over the course of her career, Dr. Houegounou has held several strategic leadership roles. From 2000 to 2023, she served in various technical and strategic directorates at the National Institute of Statistics and Demographic Analysis. In 2023 –2024, she was Head of the Department for the Promotion of Women and Gender at the Ministry of Social Affairs and Microfinance. She also chaired the National Coordination Committee for projects targeting AIDS, tuberculosis, and malaria, and provided technical leadership to the Strategic Monitoring Commission, contributing to the mobilization of innovative financing for the Ministry of Health (2013 -2014).
Since 2025, Dr. Houegounou has been actively engaged in organizing, supervising, and training stakeholders involved in the material accounting management chain at the Ministry of Economy and Finance.
Dr. Houegounou is an active member of several international scientific networks in the field of demography, including the Association Internationale des Démographes de Langue Française (AIDELF), the Union for African Population Studies (UAPS), and the International Union for the Scientific Study of Population (IUSSP).
